What is Oracle Cloud?
Oracle Cloud is the umbrella brand for Oracle Cloud Infrastructure, or OCI, which Oracle documentation defines as a set of complementary cloud services that let you build and run a range of applications in a highly available hosted environment. The platform covers compute rented as physical hardware, flexible storage capacity, and a secure overlay virtual network that stays reachable from your own data center.

Compute shapes for real workloads
OCI splits compute into bare metal instances, which give dedicated access to a physical server, and virtual machines that run on the same cloud-optimized hardware. Shape families are named plainly: Standard for general purpose work on Intel, AMD, or Arm processors, DenseIO for databases and big data that need local NVMe SSDs, GPU shapes for accelerated workloads, and HPC shapes for high frequency cores with cluster networking.
Capacity is granular too. On-demand, preemptible, reserved, and dedicated capacity types let teams match spend to their tolerance for interruption, and dedicated capacity keeps virtual machine instances on single-tenant servers.
Networking and hybrid connectivity
The Networking service centers on the Virtual Cloud Network, with subnets, route tables, security rules, and a gateway for every traffic path: internet gateway, NAT gateway, service gateway, local peering gateway, and remote peering connection. A Dynamic Routing Gateway anchors hybrid links.
Oracle documents two primary ways to reach on-premises networks, FastConnect for private dedicated circuits and Site-to-Site VPN across the public internet, alongside Interconnect for Azure. Autonomous AI Database and OCI Generative AI
Oracle describes Autonomous AI Database Serverless as a fully autonomous database that scales elastically, delivers fast query performance, and needs no database administration; provisioning, backups, patching, upgrades, and resizing are handled for you.
OCI Generative AI runs beside it as a managed service for chat, embeddings, and rerank workloads, with OpenAI-compatible APIs, model fine-tuning, and hosting on dedicated AI clusters. The agent tooling documents File Search, Code Interpreter, Function Calling, MCP Calling, and SQL Search, which turns natural language into validated SQL.
Containers and Kubernetes Engine
Kubernetes Engine, known as OKE, is a managed service running CNCF-conformant Kubernetes in three flavors: Virtual Nodes for serverless operation, Managed Nodes for a shared responsibility split, and Self-Managed Nodes when you need control over GPU fleets or cluster networking. It wires into OCI IAM for RBAC, Container Registry, and image scanning.
How the free tier and billing work
The Always Free offers never expire. Oracle lists them as available in every tenancy home region, paid or not: two AMD micro instances, a monthly Ampere A1 Arm allowance, block and object storage, two Autonomous AI Databases, MySQL HeatWave, and load balancers. The Free Trial layers cloud credits on top for up to 30 days.
After that, Pay As You Go carries no commitment, and Oracle directs buyers to sales for monthly and annual flex accounts under the Universal Credit model, where committed spend earns discounted rates.
Who should choose Oracle Cloud
Oracle Cloud makes the most sense for organizations already running Oracle databases or enterprise applications, for egress-heavy and GPU-heavy workloads, and for developers who want a permanently free environment instead of a trial countdown. Oracle sizes the Ampere A1 allowance at 1,500 OCPU hours and 9,000 GB hours per month, equivalent to 2 OCPUs and 12 GB of memory in an Always Free tenancy.
It is a weaker fit for teams whose tooling, hiring pipeline, and third-party integrations assume AWS or Azure defaults, since community answers and tutorials for Oracle Cloud are thinner and the console rewards patience. Judge it on the database and networking economics rather than sheer breadth of managed services.
