What is Devin?
Cognition positions Devin as the AI software engineer, the exact line that headlines the homepage. Devin takes an engineering task end to end: planning and executing complex engineering tasks, running unit and E2E tests, doing visual QA with full browser and desktop use, and shipping pull requests that pick up review feedback and CI results until each one is approved and merged.
Cognition is clear about the audience: Devin is built for engineering teams with complex, multi-repo projects. It learns your codebase, picks up tribal knowledge scoped to specific repos, and can spin up a team of Devins for one large job.
Where Devin plugs into engineering workflows
Devin works where your team already works. You can ask it to investigate Datadog incidents, route Slack bug reports, and pick up Linear tickets, or skip the chat entirely and drive everything through the Devin API and Devin Automations. The pricing page's integrations row lists Slack and Teams, Linear and Jira, GitHub, GitLab and Bitbucket, plus custom git provider support, under a homepage claim that Devin is able to work with hundreds of tools.
DeepWiki rounds this out by auto-generating documentation and system diagrams for legacy codebases nobody on the current team actually built.
Migrations, refactors and scheduled chores
Bulk modernization is where Devin earns its keep. It assigns a fleet of agents to migrate repos in parallel, and Cognition names COBOL, .NET, Talend and legacy ETL among the stacks it targets, with auditability at each step. The vendor reports one COBOL migration compressing from eight months to eight days, alongside case studies from GE Aerospace, Nubank and Ramp.
Devin also grinds through recurring chores: daily QA, release notes, documentation upkeep, CI failure fixes, and unit and E2E testing.
Security Swarm and diff-level review
Devin Security Swarm is the newest headline capability, and it is not a pattern scanner. A scan runs an orchestrator agent that fans out child agents across threat modeling, parallel investigation, then aggregation and triage, with optional runtime validation and reporting. Devin reproduces a candidate exploit in an isolated sandbox before surfacing it, composes cross-file attack paths, then writes the remediation pull request.
Cognition reports 72 percent recall on 50 real-world GitHub Security Advisories in its own benchmark. Swarm deliberately stops short of auto-fixing everything; you decide which findings go back to Devin. Security in Devin Review catches risky patterns in every diff before a human approves the change.
Devin Desktop, CLI and cloud agents
Devin Desktop is the new name for Windsurf, built on the same IDE foundation but with an Agent Command Center front and center — Spaces, a Kanban view, and multi-agent management — while the full IDE stays accessible. Cognition says existing Windsurf users receive it as an over-the-air update, with plans, extensions and settings carried over.
Devin CLI runs locally in your terminal, Windsurf for JetBrains brings Cascade to IntelliJ IDEA, PyCharm and WebStorm, and Devin Cloud handles hosted agents. SWE 1.7 is the current in-house model.
Plans, quotas and admin controls
Devin sells Free, Pro and Max to individuals, then Teams and Enterprise to organizations. Usage runs on quotas that refresh daily and weekly rather than a credit meter; Cognition says most users never reach their limits, and extra usage is bought at API pricing. The comparison table caps concurrent sessions on lower tiers and lifts that limit higher up.
Teams adds unlimited members, centralized billing, an admin dashboard with analytics and priority support. Enterprise layers on SAML/OIDC SSO, teamspace isolation and deployment inside your own virtual private cloud.
Who should choose Devin
Engineering organizations carrying real weight are the natural fit: sprawling multi-repo estates, a migration backlog nobody wants to staff, a security queue that never shrinks, and pipelines already running through GitHub, Jira or Linear, Slack and Datadog. For those teams, Enterprise plus the six-week Devin Security Program is the shape of the engagement.
Cognition still sells Devin to individuals — Free at $0 and Pro at $20 a month, both including unlimited Tab completions and inline edits — so a solo developer is not shut out; the admin dashboard with analytics arrives only on Teams, and SAML/OIDC SSO, teamspace isolation and VPC deployment only on Enterprise.

What happened to Devin's ACU pricing?
Cognition retired ACU billing for self-serve plans in April 2026. Previously the Core plan charged $2.25 per Agent Compute Unit with a $20 entry point, and Team cost $500/month including 250 ACUs at $2.00 each. Now included usage counts against plan quotas, overage is billed in dollars, and only Enterprise contracts still use ACUs.
Is Windsurf the same as Devin?
Since June 2, 2026, the Windsurf IDE has been called Devin Desktop, after Cognition folded its acquisition into the Devin brand. It is the same editor with the same features; the local Cascade agent became Devin Local, and pricing (Free, $20 Pro, $200 Max) carried over unchanged via an automatic over-the-air update.
